All
community and nontransient noncommunity public drinking
water system and all public surface water systems
are required to meet the requirements for drinking
water system classification and to use the services
of licensed operating personnel. Every treatment system
and every distribution system identified above must
be classified, have licensed operating personnel,
and have a responsible charge and a substitute responsible
charge operator licensed at a class equal to or greater
than the class of the drinking water system. The size
and complexity of a drinking water system may necessitate
having multiple responsible charge operators or shift
operators. The number of designated responsible charge
operators is the decision of the system owner. The
responsible charge operator and the substitute responsible
charge operator must be two
(2) different people. The system owner may meet the
licensure requirement by employing, retaining or contracting
with appropriately licensed operators.
DEQ
has authority for drinking water system classification
and drinking water system's operating with licensed
operating personnel through the Idaho Rules for Public
Drinking Water Systems, IDAPA 58.01.08. Sections 003
and 553 - 560 of the Rules for Public Drinking Water
Systems apply specifically to drinking water system
classification and operator licensure.
